For the implementation of the "made in China 2025", further promote the development of green industry, speed up the comprehensive utilization of resources applicable advanced technology and equipment, focus on promoting industrial transformation and upgrading of the green, authorized by the Ministry of Industry and Information Technology, I will now carry out industrial resources comprehensive utilization of the collection applicable advanced technology and equipment, the ministry of industry and information will be compiled on the basis of the industrial resources comprehensive utilization of applicable advanced technology and equipment directory (2020). The relevant matters are hereby notified as follows:

I. Collection scope

(1) Technical equipment for comprehensive utilization of industrial solid waste such as coal gangue, fly ash, industrial by-product gypsum, red mud, metallurgical slag, tailings and associated minerals, waste rock, iron-bearing dust and slime.

(2) Technical equipment for recycling and utilizing renewable resources such as waste electrical and electronic products, waste rubber and tires, waste metals, waste textiles, waste plastics, waste motor vehicles, waste new-energy automobile power batteries, waste paper, waste glass, kitchen waste and construction waste.

Ii. Conditions for declaration

(1) it complies with national laws and regulations, industrial policies, technical policies and relevant standards;

(2) The main technical and economic indicators are advanced; (3) it has an application instance and operates normally for more than one year; (4) it has the potential for popularization and has obvious economic, environmental and social benefits;

(5) The technology holding entities shall register and operate according to law, and the intellectual property rights or proprietary technologies shall be clearly defined.

Iii. Material requirements

(1) Declaration of advanced and applicable Technical equipment for comprehensive Utilization of industrial resources (see Annex 1 for the format);

(2) The technical application unit shall fill in the application example table of advanced and applicable technical equipment for comprehensive utilization of industrial resources (see Annex 2 for the format); (3) a list of units that have applied comprehensive utilization technology;

(4) Certifying materials (see Annex 3 for specific requirements).

Iv. Declaration procedures

The applicant shall fill in the application materials truthfully and accurately (the form can be downloaded from the website of China Association of Circular Economy, http://www.chinacace.org), submit the application documents and relevant materials (in duplicate on paper, and send the electronic version to atcu@chinacace.org at the same time) before August 31, 2020.
